Background of the Study
Health insurance is a financial tool that helps individuals and families manage healthcare costs by providing coverage for medical expenses. Health insurance schemes are particularly important in developing countries like Nigeria, where out-of-pocket healthcare expenses often constitute a significant financial burden on individuals and families (Bello et al., 2024). In Kogi State, access to affordable healthcare remains a challenge, and many residents rely on personal savings to cover medical costs. Health insurance schemes aim to reduce this financial strain by offering coverage for various medical services, including hospitalizations, consultations, and surgeries.
The effectiveness of health insurance schemes in reducing out-of-pocket expenses is a subject of increasing concern, especially with the rapid growth of private and public health insurance schemes in Nigeria. However, there is limited empirical research on the impact of health insurance on the financial burden of healthcare in Kogi State, where many hospitals are either underfunded or inadequately equipped to provide quality care (Garba & Ahmed, 2023).
Statement of the Problem
Out-of-pocket expenses for healthcare services in Kogi State remain high, particularly for the uninsured or those with insufficient insurance coverage. While health insurance schemes are intended to alleviate this burden, many residents of Kogi State remain underinsured or lack awareness of available insurance options. Furthermore, hospitals face challenges in properly integrating insurance schemes into their billing and service delivery systems (Adeola et al., 2023). This study investigates the impact of health insurance schemes on reducing out-of-pocket healthcare expenses for patients in Kogi State.
Objectives of the Study
1. To assess the impact of health insurance schemes on reducing out-of-pocket healthcare expenses in Kogi State hospitals.
2. To examine the challenges faced by patients and healthcare providers in utilizing health insurance schemes in Kogi State.
3. To recommend strategies for improving the accessibility and effectiveness of health insurance schemes in reducing healthcare costs.

1. How do health insurance schemes affect out-of-pocket healthcare expenses for patients in Kogi State?

3. There are significant challenges in the effective implementation of health insurance schemes in Kogi State hospitals.
Scope and Limitations of the Study
This study will focus on hospitals in Kogi State and examine the effect of health insurance schemes on patients' out-of-pocket healthcare expenses. Limitations include variability in the types of insurance schemes available and potential biases in responses from both healthcare providers and insured patients.
